CMAA STANDARDS OF PRACTICE REVIEW COURSE
Hosted by the Northern California Chapter

The CM Standards of Practice Review Course (CMSPRC) is designed for an advanced group of CMs preparing for his/her CCM. Content is derived from the Construction Management Core Competencies and the CMAA Body of Knowledge. Instructional materials and instructors are provided by CMAA. Certificates and credit transcripts are provided to each course participant. While the CMSPRC is a review course, it is no guarantee of successfully completing the certification examination.

Course Content and Study Materials
The CMSPRC contains eight (8) instructional modules delivered over three (3) consecutive days in a facilitative/didactic format. The modules are:

• Project Management
• Contract Administration
• Cost Management
• Safety & Risk Management
• Quality Management
• Value Engineering
• Time Management

There are seven (7) Construction Management Core Competencies and the CMSPRC course has eight (8) instructional modules. Value Engineering is added to the course as a CM "service" component.

About Our Speaker: Carl joined of Sacramento County in Sept. 2005, after a 29-year career with the City of San Jose. While in San Jose, he served as Deputy Director of Public Works for eight years where he was responsible for the City Capital Improvement Program with a construction value of over $150 million; then served for 8 years as the Director of Environmental Services for the City of San Jose where he was responsible for the San Jose-Santa Clara Waste Water Treatment Plant, the San Jose Municipal Water System, the South Bay Water Recycling System and the Recycle Plus! garbage, recycling and yard waste collection program.

Since joining Sacramento County, Carl has been the Director of Facility Planning, Architecture and Real Estate and the Director of County Engineering. His departments have managed the design and construction of the Youth Detention Facility (construction value: $75 million), and the Fleet Services Facility ($20 million), the Animal Care and Regulation Facility ($18 million)

This course will cover all new law and proposed legislation that will impact the construction management profession. Specific case law will be presented with discussion of what that means to both the consultant and owner in public and private construction.

Instructor: William C. Last - Partner, Last and Faoro

William Last is a licensed California attorney whose practice primarily emphasizes transactions, litigation, arbitration, and mediation on behalf of companies and individuals involved in the construction industry. Mr. Last has represented developers, lenders, design professionals, general contractors, subcontractors, and suppliers in a wide range of matters relating to mechanics' liens, stop notices, construction failures, latent defects, general contract and bidding disputes, and professional liability, as well as in disputes concerning delays, acceleration, disruption, and payment. Mr. Last has drafted and reviewed numerous construction contracts. He has been successful as lead defense counsel in numerous latent defect cases, including one in which plaintiff's claim exceeded $19.5 million. In a recent matter, a client he represented in a construction delay claim won an award of damages in excess of $1.8 million, including $50,000 in punitive damages. Mr. Last is also a mediator and arbitrator on the Arbitration Works panel.

Annual Scholarship and Awards Dinner

The annual scholarship and awards dinner honors the CM firms who have made a significant contribution to their projects and honors students who have won scholarships to study construction management.

Project Achievement Awards: Since 1999, CMAA has been presenting Project Achievement Awards to recognize instances in which professional Construction Management has made a significant contribution to the successful completion of a challenging project or program.

Scholarships to CM Students: CMAA Northern California Chapter's Scholarship Program began in 2005 and is based on our chapter's support for local construction management college students. The basic concept is to provide financial assistance to students who are underway in college, with CM as a goal.

Design Review Processes – Value Engineering, Constructability and Biddability Reviews (3.5 Hrs / CCM Renewal Points)

The importance, value, and ultimate cost savings to the client of engineering design reviews will be explored.  Three experts in the field of Value Engineering (~35% plans), Constructability (~65% plans) and Biddability (~95% plans and specs) reviews will illustrate their real world experiences, and go into the details of the process and procedures they follow in order to have successful reviews.

This interactive seminar will give attendees a better understanding of how to approach these important steps in the design process, particularly in dealing with the client and the designers, as well as practical practices, procedures and standard formats to follow for the process.   

Moderator: Robert Salaber, P.E., LEED AP –  Salaber Associates, Inc.

A registered PE in California and several western states, Mr. Salaber is a well-accomplished contract administrator and oversight engineer, with 22+ years of diverse public and private sector PM / CM experience, including seven years with the Caltrans.  He is extremely knowledgeable of infrastructure related work and familiar with Local, State and Federal procedures and requirements.  He has written construction administration and inspection training manuals for both public and private clients, and provided training courses on many construction issues. Value Engineering: Troy Tusup, P.E., AVS – California Department of Transportation (Caltrans)

Mr. Tusup has nearly 20 years experience in highway design and engineering with Caltrans, the last four as Value Analysis Program manager.  He is responsible for establishing and maintaining Value Analysis policy statewide and assuring FHWA compliance for mandated projects.  He contracts with over a dozen consultant team leaders (Certified Value Specialists) who conduct nearly 100 studies statewide yearly.   He is also a member of the American Association of State Highway Transportation Officials (AASHTO) Value Engineering Technical Committee where he serves as 2009 AASTHO VE Conference Chair.  

Constructability:  James Warren, P.E. – Vali Cooper & Associates, Inc.

Mr. Warren, is a Senior PM with 30+ years of PM / CM experience, five with Caltrans district 7 in design and construction.  He worked nationally for Bechtel Corporation as PM on nuclear and conventional power plant projects, and managed the project controls for the recent SFO expansion projects including the new International Terminal. He was also PM for the construction of the $200 million Mosconi West Convention Center in San Francisco. Mr. Warren has extensive experience working with public agencies to manage facilities projects involving constructability reviews, most recently, for the City of Lincoln’s development, design and construction of two new fire stations.

Biddability: Scott Fabel, P.E. – Ghirardelli Associates

Mr. Fabel, a registered civil engineer in California, has 22 years in the CM industry -- the first 14 with Caltrans where his last assignment was RE on the widening of the San Mateo - Hayward Bay Bridge. Since then, Scott has been a PM and RE for Ghirardelli Associates, where his focus has been on CM / PM, dealing with external political and public policies, and coordinating with other agencies.  The last three years, Mr. Fabel has been lead engineer, administering contract change orders for Caltrans on the new San Francisco - Oakland Self-Anchored Suspension Bridge.

Documentation can help your project progress smoothly and successfully, or stop it in its tracks and land you in court.  Simple comments, or missing information, can mean the difference between establishing, or eliminating claims, and expediting or delaying a project.

It's a delicate balance between having adequate substantiation and communication, without creating the animosity associated with too much paperwork bogging down a project. It's vital to establish effective ways to create, and control, the paperwork necessary to maintain the flow of information needed to keep all stakeholders up to date with a clear understanding of what is happening on the project.

This will be a useful course for Construction Managers, Inspectors, Contract Administrators, Schedulers, General Contractors, and more.   

Attendees will benefit from unique tools and formats and  many real-life examples.  In addition to an attorney's overview of the evidentiary significance and admissibility of certain project documentation, topics covered will include:

Mr. Last is a licensed California attorney whose practice primarily emphasizes transactions, litigation, arbitration, and mediation on behalf of companies and individuals involved in the construction industry. He has represented developers, lenders, design professionals, general contractors, subcontractors, and suppliers in a wide range of matters relating to mechanics' liens, stop notices, construction failures, latent defects, general contract and bidding disputes, and professional liability, as well as in disputes concerning delays, acceleration, disruption, and payment. Mr. Last has drafted and reviewed numerous construction contracts. He has been successful as lead defense counsel in numerous latent defect cases, including one in which plaintiff's claim exceeded $19.5 million. In a recent matter, a client he represented in a construction delay claim won an award of damages in excess of $1.8 million, including $50,000 in punitive damages. Mr. Last is also is a mediator and arbitrator on the Arbitration Works panel. He is a member of a number of construction trade associations. As a result, he is familiar with the issues and problems that the construction industry encounters.

About Our Speaker:
Before joining the SF District, LTC Davis was Military Construction Project Manager for for the Army Special Operations Command, and managed a $350 M, 7-year construction project at Ft. Lewis, Washington. His current projects include the new Armed Forces Reserve Center ($80M) and Army family Housing (3.5M) at Moffett Field, and a Veteran Affairs renovation ($5.5M) in San Francisco. He is also Chief of the Hydro-Survey Section for San Francisco District, in direct support of Bay region dredging (over $35M per year).

Davis is a Project Management Professional (PMP), who earned his Bachelors degree with honors from UC Davis, In addition to his extensive training through the Army and USACE, he has earned Masters degrees in Education and Business from Willamette, and a Masters in Administration from St. Mary's.
