July Chapter Meeting
Keynote Presentation:
Office of Courts Construction and Management
James Mullen, Senior Facilities Risk Manager
Rona Rothenberg, Senior Manager (full bio)
Pearl Freeman, Senior Project Manager (full bio)
California courthouses are managed at the state level by the Office of Court Construction Management (OCCM). As the result of the passage of Senate Bill 1407 in 2008, 41 new court facilities will be built in California in the next several years in addition to the 16 court construction projects already underway. OCCM manages new construction, renovations, maintenance, and real estate for trial and appellate courts throughout the state. OCCM manages an unprecedented courthouse building program of more than 50 projects with an estimated total cost of approximately $6.5 billion.
Each project follows a standard procedure, from funding and site selection through completion. The process of constructing a new courthouse is complex, involving local communities, state and local government agencies, justice partners, and contractors.
The Administrative Office of the Courts (AOC) manages input and approvals from many entities throughout the process. Before an SB 1407 project is funded, several steps typically occur. Their presentation on July 21, 2011 as part of the CMAA's Monthly Chapter Meeting will include:
How AOC forms a project management team and prepares a management plan:
• The Project funding process
• Site acquisition and Planning
• Integration with State Public Works Board (SPWB);
• Development of Project Advisory Group
• AOC approach to Construction and Project
Management

Karen Kubick, Program Director of the SFPUC's $6 Billion SSIP
The CMAA NorCal is pleased to welcome Ms. Karen Kubick, Program Director of the San Francisco Public Utilities' Sewer System Improvement Program (SSIP). [Kubick bio]
The SFPUC's SSIP is a collection of capital improvements that will help the City of San Francisco meet the endorsed levels of service goals for regulatory permit compliance, system reliability and functionality, and sustainable operations of the City's sewer system. The SSIP is the culmination of seven years of Sewer System Master Plan (SSMP) planning efforts and SSIP Commission workshops to develop system improvements that address the following system-wide challenges:
- Aging infrastructure and poor condition of existing facilities;
- Seismic deficiencies and lack of structural integrity;
- Limited operating flexibility and lack of redundancy; and
- An ongoing need to protect the environment and public health, meet regulatory challenges, and conserve resources
Ms. Kubick's presentation will focus particular attention on the current state of the project, its upcoming contracting opportunities and the unique challenges posed by a project of this size and complexity. |
