Course Description:
Integrated Construction Management Principles will develop your construction
management professional super structure and will elevate your professional management
abilities and stretch your sphere of influence beyond the site and
into the Client’s Senior Administrative and decision making ranks. You will learn
how to cross manage construction management modules. You will learn about valuable
components of the project process such as long term planning, financing, programming,
business development, marketing, public relations and relationships. Mastering
these skills will offer value to Clients that cannot be measured by cost alone.
Instructor:
Thomas J. Fakner, CCM — Harris & Associates
Mr. Fakner has over 26 years of program and construction management experience
and is a Certified Construction Manager (CCM) and licensed in the State of Idaho.
He has been involved in award-winning projects, such as renovations to the Kennedy
Center in Washington D.C., George Washington Hospital, and the Baltimore Washington
International Airport terminal expansion and renovation and recently has completed
constructing an Acute Care Hospital for Catholic Healthcare West in
Merced, CA. Throughout his career, Mr. Fakner has mentored and partnered with
architects, engineers, inspectors, and contractors to develop concise construction
documents, construction management plans, and quality control and assurance protocols.
He has been an instructor for the University of California, Davis, Extension
program since 2007.

change, including ways a schedule can be a tremendous tool, or a misleading trap,
in efficiently managing changes on a project.

Tricks, Traps & Ploys of CPM Scheduling (What Owners Need to Know
about CPM Scheduling)
This workshop will focus on what Owner’s Facilities/Construction
Management personnel should look for in the Baseline CPM schedule from their
contractors on the Owner’s construction projects. It will address how the
schedule can be set up to sequester float and put the Owner in a liability position.
It will also address how the schedule can be manipulated during updates to hide
delays, shift the critical path to put the Owner in a liability position, or
set the ground work for a delay/disruption claim.

BART’s Upcoming Design, CM and Construction Projects
Speaker: Ric Rattray, Project Manager for Engineering
and Procurement, BART
Mr. Rattray currently is a Project Manager for the engineering
and procurement of the eBART extension project. He has worked for BART for more
than 16 years. Prior
to joining BART, Mr. Rattray worked for 15 years with general contractors such
as Turner Construction and Stolte in project engineering, superintendent and
project manager roles. He also spent two years working for a land developer obtaining
entitlements and supervising engineering work. He came to BART in 1993
to provide construction expertise in the oversight of the Colma Extension and
later the SFO Extension project. He transferred within BART to the Transit Systems
Development department to provide oversight of construction management for BART’s
$1 billion renovation program.

Although avoiding claims is always a goal, claims happen. When they do,
they need to be resolved. This program addresses analysis, evaluation,
and resolution of unavoidable claims. It is based upon a hypothetical project
and a hypothetical claim, and addresses how to assemble the internal and external
resources needed to analyze and evaluate the claim, and focuses on schedule analysis
issues. Those issues include: discussion of available schedule analysis
methodologies, selection of appropriate schedule analysis methodology, the ethics
involved in the selection process, and how scheduling experts can come to different
conclusions applying the same schedule analysis methodology to the hypothetical
claim. The program also addresses appropriate cost analysis methodologies,
claims risk analysis, claims settlement valuation, and claims resolution strategies.

RoseMary Covington, Assistant General Manager, Planning and Transit System Development,
Sacramento Regional Transit District
RoseMary Covington is an experienced manager
with an extensive track record in the successful development and execution of
transit projects. Ms. Covington’s experience was gained through her position
as director of community services for the St. Louis MPO; in her role as a member
of the executive management team and deputy general manager for both the St.
Louis and Cleveland transit systems; as Northeast Ohio area manager for the Parsons
Brinkerhoff planning and engineering firm; and, as Mass Transit Administrator,
Associate Director for the District of Columbia. Presently, she is Assistant
General Manager for Planning and Transit System Development for the Sacramento
Regional Transit District.
Yolo County Projects
Speaker: David Morrison, Assistant Director of Planning,
Yolo County
David has over 20 years experience in public sector planning. During
the course of his career, he has managed a variety of programs, including Planning,
Building, Code Enforcement, Parks, Economic Development, Airport, Community Development
Block Grants (CDBG), Special Districts, and Resource Management.
He has been part of two different teams to receive the Governor’s
Award for Economic and Environmental Leadership (Cache Creek Area Plan and Wintun
Tribe MOU). David
was named Yolo County Manager of the Year, and his work at the State Fair won
the Innovation Award. He also served as a Guest Lecturer at UC-Davis from
2007-2010 on planning issues. David is a former member of the Cache Creek
Conservancy Board of Directors, and is a former member of the Ecotoxicity Study
for Cache and Putah Creeks Advisory Committee.

California High-Speed Rail Project
Mr. Sandy Stadtfeld, URS
Mr. Stadfeld will update us on the High Speed Rail Project which has had several
exciting developments since receiving Federal Stimulus funds, including a new
director for the High Speed Rail Authority.
Mr. Stadtfeld has more than 25 years of professional experience in planning,
engineering, and management of rail and maritime transportation projects in the
United States and internationally. His experience includes regulatory analysis,
feasibility analysis, business case development, program management, specification
development, systems engineering, and procurement. Mr. Stadtfeld has been with
URS for over 5 years. Specifically, for high speed rail, Mr. Stadtfeld is managing
the transportation planning efforts for Alternatives Analysis (AA) for the Fresno
to Bakersfield portion of the California High-Speed Rail Project. |

Corgan Associates, Brent Kelley, A.I.A., NCARB, LEED AP,
Design Director
Mr.
Kelley is an aviation principal with the Dallas, Texas based architectural firm
of Corgan Associates, Inc. He received his degree in architecture from the University
of Texas (Arlington) and has over twenty years experience in the planning and
design of architectural projects with an emphasis specific to aviation facilities.
Mr. Kelley has been involved in planning and design of airport terminal projects
across the U.S. including projects at Dallas/Ft. Worth; Houston; and Phoenix.
For the last 7 years,
Mr. Kelley has served as the Design Director for the new
Central Terminal B. Previously he served as a design manager for the new 2 million
square foot, 28-gate International Terminal D at DFW International Airport, project
manager for the 23 gate Terminal E in Houston and principle in charge of the
EDS Deployment project at Phoenix Sky Harbor.

Kendrick, Program Director
Barry Kendrick is a Partner and Principal of Paslay
Management Group (PMG) a professional management firm specializing in executive
advisory and representation of aviation facility owners in the planning and execution
of major capital development programs. He received his Masters of Business Administration
from Rice University, and his Bachelor’s Degree in Engineering Technology from
Texas A&M University and has over 27 years of aviation project experience.
Currently, Mr. Kendrick is the Program Director for the County
of Sacramento’s Terminal modernization program known as The Big Build. The program
is a $1.1 Billion modernization at the airport. As the Program Director, he is
responsible for the strategic direction and project execution of all contractors,
consultants and County employees on the Program. Mr. Kendrick is also a prior
winner of CMAA Project Achievement Award Project of the Year with his work for
Continental Airlines at Houston’s Bush Intercontinental Airport. |
