Cities, counties, and special districts are required by law (AB 1234, 2005) to provide ethics training to their local officials. AB 2158 (2022) added school districts, county boards of education, and charter school officials to the definition of a local agency for the purpose of ethics training thus requiring all Governing Board members of local agencies and designated employees to receive the same AB 1234 training as Cities, Counties and special districts. This presentation will explain the various conflicts of interest laws involving Government Code section 1090 (contracts), the Political Reform Act (economic interests), and common law conflict of interest, in addition to the requirements for completing the Statement of Economic interest, known as “Form 700”.
